If you are using flash to make this is would suggest that you trace the pictures
With the line tool so it would have to picture grain.
You could just use the line tool to go over the lines of the picture that you want to animate, But the better way to do this is to make 2 small lines around every line that's in the picture. Then use the bucket tool to fill in the colors, Then just double click the black lines that you made a outline with then delete them.
